Mike Penning, Road Safety Minister, this week announced that
continuous insurance enforcement (CIE) will not start until April 2011
although it had been expected to commence early in the new year.
Encouragingly, when giving evidence to the Transport Select Committee
on 11 January, he talked up the need to get tough with uninsured
drivers pointing out that seizing their cars was the best way to get
the message home that driving uninsured is just not worth it.
Currently, the police already seize over 500 cars daily that are
uninsured, using roadside numberplate recognition technology to detect
them.
He also encouraged the judiciary to use the full force of the law in
dealing with this group, pointing out that currently fines of up to
£5,000 are available for this offence.
He made the observation that often offenders can be given a long time
to pay off such fines, effectively rendering them cheaper than car insurance
when paid off on a monthly basis. He told the committee that he was not
happy with this arrangement and would be looking into it.
When continuous insurance enforcement begins, those found to have not
registered their car as SORN will be given a week to get their car
insured or face penalties up to and including seizure of their car.
