Speed awareness course and no
penalty points for up to 86mph

Given the opportunity
to avoid penalty points on their license, which raises the cost of car insurance,
many drivers are willing to take a speed awareness course instead.
Previously, the top speed for being eligible for a speed awareness
course was 10% over the speed limit plus another 6mph. The latter has
been raised to 9mph with the effect that 86mph is now the top speed for
motorway speeding that qualifies a driver for inclusion in a speed
awareness trianing day. Over that speed, license points and a fine are
automatic.
According to the RAC, 37 police forces now offer the speed awareness
course alternative to license points.
The Association of Chief Police Officers (ACPO) quotes independent
research that has shown that attending a speed awareness course can
have a longterm effect on driver's behaviour, reducing the risk of
speeding. There is no evidence that fines or license points are able to
bring about any changes in driver behaviour.
Whether this relaxation of the penalties for speeding offences could
increase the willingness of some drivers to speed remains to be seen
but any initiative that improves a driver's risk assessment and choices
that will render him safer on the roads is a worthwhile development.
