'Best value' can be
interpreted in a narrow or broad sense. In the narrow sense, it refers

We would argue that the latter definition is of more practical use in

themselves less helpful precisely because they mainly apply the
(above-defined) narrow definiton of 'best value'. This limits

you but as you start moving up the continuum, it becomes wiser to go
